You are confusing two different type of police safetys. The one you picture is a SEAR safety. The kind with the hole in the frame and the lever behind the trigger is a MAGAZINE safety. They are two different types of safetys performing two different functions. The sear safety made the upper unit unable to fire when removed from the frame. The magazine safety made the gun unable to fire by pulling the trigger when the magazine was removed. Your gun is ligit.
