I'm in NJ (GMT-5) and my zone preference is set to GMT. The timestamp I see on Ed's 8:51 PM post is 02-11-2006 10:51 PM. Perhaps JD had to do a restore on the server, and Herb's previous -7 setting (when the save was performed) was used to overwrite his new -2 setting.
