a lot depends on your reasons for buying a Luger. If you want something to occasionally shoot at the range and have some fun with, then Georges advise is sound, good advise. If you are a beginning serious collector, then I would save my money for something else. As a collector, there will be Lugers that you will consider 'mistakes' and you could use those to have fun at the range with.
