Johnny,
The best suggestion that I can make is to see if Hugh, Thor, LugerDoc, or others may have a barrel that is of fair to good bore with exterior problems.
This you could turn to shrink fit a predetermined bore size in the Luger barrel that you are re-furbishing.
However this demands careful control of bore depths and shoulder lengths to preserve the head space within tolerance.
