According to Sam Costanzo's Spy Luger book, Hans Tauscher imported Navy Lugers, with complete stock/holster rigs. Its not specified, but these would have had to have been 1906 Navy Commercials.

Tauscher's records list 118 of these pistols--92 with rig--as "issued" to German agents. No idea of how many additional might have been sold to American citizens.
