Jim, generally numbers always started at 00, then through 9999 (or 10,000 there is some contention about this) and then it would be 1a etc.
However, years did not start with 1 or 1a, but were usually a continuation of the series, so 1936 might be 3215b etc. I can actually look this up and see the years and serial numbers. Ed
