Yes, quite right- that is the front sight found on the Colt Woodsman of the early years. A fine, small adjustable sight for elevation adjustment. I'm thinking(always dangerous) that this may actually be a .22 conversion/creation, and the hammer is simply there to operate the toggle to charge the pistol.
