"Captain Richard Ley Alkin was an O.B.E during WWI. (Officer of the British Empire)."

I thought OBE was Order of the British Empire, a military award.

Just found this on Wiki:
"Officer of the Most Excellent Order of the British Empire (OBE)"
So I guess it's a little of each, depending on the level of the award.
