Some time in the past I have seen a single mag pouch with that tooled criss-cross design on it, but I can't recall when or where. I also think it probably is non-US or possibly a one-off custom piece. It would seem odd for Rock Island to make tan holsters and then make a black magazine pouch. Unless I saw it with the flap open, I couldn't say for sure that it is even a Luger pouch.

No idea what it might be worth - I wouldn't shell out much unless I knew the provenance on it, and I don't. Someone will probably pay big bucks for it.
