To be honest I'm not really sure. I would bet it was actually misclassified when it was initially registered. All my research says it should be prohibited but it is classified as restricted. Alternatively there may be some sort of grandfather clause. I think in this case its one of those "don't ask questions you don't want to know the answer to" type situations.
