Wjat is an Assault Rifle?

In CA the gunners had to make a flow chart to determine if a gun was considered an assault rifle and would be illegal to own with out prior registration (http://www.calguns.net/caawid/flowchart.pdf). The chart worked so well that the police carry them and often refer to the chart when checking guns. The news seem to use the theory that if it is not a single shot it is an assault weapon.
