Because at that stage of the war Germany was hard pressed to fit and finish guns the way they were accustomed to. The Luger was a substitute standard at this point, (The P38 being the new official gun of the armed forces) and near the end of its production life. Magazines really required no fit or finishing to work in the guns so numbering them was not a necessity.
