I'll go out on a limb here.
It appears to be a military issued 1917 DWM German Luger, 9mm.
Looks matching except for both mags. One WW2 mag (loaded, $150) and the second either aftermarket mag. ($30) or a Navy mag. ($200+).
Good grips and finish.
Average value around $800-$1000, but again more photos needed.
Agreed that I too have not seen the seration work.
Do the numbers match inside and outside, any unit markings on the grips straps, holster, bore, ?
Looks like a nice WW1 sample.
