Shipping parts to Europe - what issues?

It depends on the local regulations. Over here, essential gun parts like barrels, toggles, frames and receivers must be accompanied by a customs permit, which is only provided to people who can prove they are allowed to own these items.

Most European countries require a customs permit of some sort. The receiver can apply for one locally and then transfer it to the seller.
