You mention this is a 'norwegian' luger, I have seen quite many of such modified Lugers 'over here' .
But I don't think it has been done in large scale by our military armourers.. Probably something done by solidiers/officers and target shooters for various reason. We might just as well face it.. the rear sight on a standard 10cm luger is not excatly ideal. But if they should make the rear sight higher and more divided from the toggle, the front sight would have to be higher and end up something like on a C96. It's an attempt to compensate for this I think.

Judging by the stamps,etc: it appears to be all German manf., partsjust mis-matched parts,I've probably had 30/35 lugers over the years,not counting the many P-38's,C-96's,BHP's and so on,I'm over 76 with Emphesema,I can't take any of that stuff with me,kids(have 5) are getting them now to avoid any hassle later.
