Dennis,

Your Luger is what is referred to as a DWM Alphabet Commercial (four-digits plus letter suffix). The m suffix places its manufacture in about late 1923-early 1924. Could you please report the full number?

The GERMANY stamp on the receiver puts it in compliance with the U.S. Tariff Act of 1890 requiring the country of origin to be marked on foreign-made goods.

There is come confusion here about markings. The safety area will probably be marked GESICHERT; the unlikely option is that it may be marked SAFE. It is the extractor which is likely marked GELADEN but may be marked LOADED.

Mike C is correct about the 1906 American Eagle models usually having a LOADED extractor. At the end of the 1906 commercial model production in 1913 the LOADED extractor went out of use except for specific orders.
