Hi Warren,
Mine shoots great too. I've put thousands of rounds through it. Extremely accurate and never a malfunction. Maybe you and I have the only two good ones.  My guess is that the rear sight attachment is probably for an adjustable sight, but I haven't seen one before for a 22 Stoeger. There are fewer 5 1/2" barrels, but not really rare. Mike C.
