Jarrod,

Go with the snap cap. The problem with dry-firing a Luger is the egregious slamming of the stiker into the back of the breech face. A snap cap is a spring-loaded device, and so will cushion the striker tip and reduce or eliminate this blow. A spent case may do so for a few dry-fires, but eventually the striker tip may beat the primer in to the point that it will no longer soften the striker movement.
