Mauser Rework? UPDATED with pics

I finally got this home, the unit mark looks like L.AI.353. any ideas on the district or police unit?

I havent taken it to the range yet but with snap caps there is a small problem with the wood mag. After the last round it holds open but won't let me chamber a round with a reload unless I bring it back into battery w/o the mag then put the mag back in and chamber a round.

However the wood mag will work correctly in my 1939 and the 1939 works ok with the this guy, I don't get it.

Any ideas?
