Awhile back, I think Dan Clemons started a thread asking about "proper" Navy stampings and whether the crown should "float" above the M or not...
I think the consensus was that the crown should always touch the top tips of the M... Found a great photo of actual Navy stamping tools in Eugene Bender's book, Luger Holsters & Accessories of the 2oth. Century, on page 249. Photo credit in the book is given to a Dutch collector named Nico van Gijn...
