I didn't pay attention to this post until now. Difficult to tell but based on your photo you may have two P-08 firing pins. The M1900 pin has a very different profile (see photo). A P-08 FP will fit in a 1900 Luger and it will go "click" when you pull the trigger but not "bang." Both pins appear intact. Does your M1900 pin project from the breech block? If not it may be the wrong FP.
