Yes a very weak spring can cause the hold open not to activate, this is particularly true if there is any form of misalignment of the magazine that causes binding of the button. The misalignment can be caused by a bent magazine housing or button but also simple ware on the magazine latch or ware on the magazine latching notch.

It can also be caused by the notch on the magazine not being cut properly this causes the magazine when latched to tilt slightly forward binding the button on the frame. If this occurs and the spring is on the weak side the hold open will not activate, a strong spring will often overcome the binding and allow the magazine to function properly.

If the notch on the magazine, or latch is worn or the notch is not cut properly the magazine will be held at a lower position or improper angle, this then causes feeding problems. Oh, and if that button is binding the gun often jams on the last one or two rounds.
