Exclamation RC markings

Now i know that the "RC" under crown marking means that the luger had minor flaws and wasn't initially accepted for service. I was looking over my 1914 Erfurt and found those proofs, I thought that the RC proof was common on Erfurts because they weren't as "well machined" as their DWM counterparts. Would the value be effected greatly by the RC proofs? ALSO, I found the letters P. W. 142 on the grip strap... could that possibly be police markings? any feedback is GREATLY appreciated!!!
