It is right. It is a safety device installed on police Lugers and is designed to drop down when the side plate is removed when disassembling the gun. The forward end of the spring has a pin that drops into a hole in the sear bar keeping it from being depressed and preventing accidental discharge if there is a round in the chamber. I guess the thinking was that the police were dumb enough to break down a loaded pistol.
