Walmart has also decided to allow each of its stores to decide whether or not they will continue to sell firearms. I don't know if this will apply to ammunition, but they estimate about 1/3 of their stores will stop selling rifles. Your San Fran ammo issue may be a reflection of the recent gun ban within the city limits.
