The "some sort of crest" is from a 1908 Bulgarian contract Luger. Sometime back, I think it was in the late 1960's, a lot of Bulgarian Lugers were imported. Many were in less than pristine condition (collectors would jump on them now). Some of the better ones were sold intact, but a lot of them were parted out and now show up in bits and pieces, yours is one of them.

The safety markings on both guns are the same: Gesichert.
