Pistols with all correct numbers, but..

I see people wanting various P08 parts, toggles, side plates, magazines, etc. with numbers that match the last two numbers of their serial numbers.

If such parts are eventually found and installed on their P08 does this constitute fraud if adverrtised for sale with all matching numbers? Yes the numbers match, but isn't the pistol still a parts pistol and decreases the value accordingly?

How do you tell if this is done on a pistol?
