Police Muzzle Cover
Ok folks, this is the first time I have seen anything like this. There is a muzzle cover up for bid on ebay. Here is a link to the page so you can check it out.

Apparently - as I understand it - they were used to prevent the cleaning rod from harming the crown of the barrel...
