My 1970 Lyman 45th Edition Reloading Handbook lists 38 S&W loads of 121 gr cast bullet w/5.0 gr Unique and 133 grain cast bullet w/4.8 gr Unique as both developing over 1000 fps...that's pretty close to 9mm military loading (back then)...

Its more about the lack of loadings than the actual power. There are no really decent defense loads available for the .38 S&W. and I would not want to carry handloads due to liability.
