Don,
I took some photos and have discovered more information for your consideration. What I did not see and the camera did: 1) the first mark is struck through. The number 4 appears to be stamped over a 3 2) the number 4 is followed by the number 23 (small size for weapon number) which is almost covered by the second stamp. You will see it in the photos.
