Hi BCC,
I think you have pretty much expressed my views. Lugers that have been altered or repaired in some recognizable historical context (al la the Weimar Republic stamping of "1920" to indicate property of that government, the VoPo police property and unit markings, and so on) retain at least some collector interest (and hence collector value). Integrity and a concern for future collectors are also important. There is an old adage that says, "Do good when possible, or at the very least do no harm."
