Can someone explain to me how this very historical pistol exists in a collecction in England without having suffered the "deactivation" fate that all of Terry Foley's guns had to undergo (see the Deactivation process in the Member Gallery Album)? Is there a privileged class of collector in the UK? and if so, what are the qualifications for joining this elite fraternity? Money?
