I heard of this license back in 2005 from a Mass relic dealer who was listing a Mauser pistol. State law defines a good-pistol-list and resident can buy with a state issued permit (LTC). Unfortunately, Mauser was not on the list (no old pistols on the list, but the list has SIG 239, etc. modern 'good' ones). One thing that I did not understand at that time -- Mass residents could not buy it, to whom you would sell this gun to?? And, he's kind. He briefly told me there is a C&R license that you could apply. So this license is not optional for C&R collectors in this state. Without C&R FFL, new owners must learn how to love SIG, Springfield 1911, etc. Fairly speaking, that pistol list is not very short, all modern production though.
