Not sure who made it or the year it was manufactured, but it is a reworked LP 08 holster. The bottom was cut off in order to shorten the length to accomadate a 4" Luger barrel and the stitch holes located just below where the lid closes, was the location of the original LP 08 strap. The reworking of LP 08s was quite common during the Weimar period. It was cheaper to change the larger, no longer needed holsters then to make new ones. There a number of different variations of style as how the barrel length of the LP 08 holster were altered.
