Post Schmeisser's Mag Loading Safety...?

Hello All!
For those who have Datig's book The Luger Pistol, On page 271 there is a patent drawing for the "Schmeisser Magazine Loading Safety".

Does anyone know the purpose of this invention? When was it invented? Has it ever been encountered on a Luger? Would it be possible to obtain a copy of the patent drawings?

Ahh... Sir Foley of Cambridgeshire,

Thank you very much for the translation! There is one little thing, if the patent drawings were burned in '45 how did they appear in Datig's book in 1955? (Not attempting to be a "know-it-all")

Also why did the police have all these safeguards? Were they considered to be like the Boy Scouts?
