Post Unusual 1900 American Eagle

I examined an unusual 1900 AE luger at Mike Krause's Krausewerks today. It had longitudinally stamped on the top of the barrel "POLICIA MUNICIPAL GUADALAJARA 71-73". The serial # is 19084, has a mismatched sideplate. It's otherwise a "typical" AE 1900. Does anyone have any ideas about this "variation"? [img]rolleyes.gif[/img]

I have record of 1900 American Eagle serial number 19084, but there is no mention the barrel marking one way or the other.
