Default Shooter?

Does a pistol with mismatched serial numbers relegate it to a shooter and not to be considered a collector gun?

Hi,

Not always. Some mismatches were the results of 'period' rebuilds. Examples of these are the DDR / East-German VoPo P08 pistols. Also, many Dutch lugers had their uppers swapped with differently numbered lowers. This affects the value, but they still remain collectable.

The Model 1900 US Test Trials Luger is frequently found with mis-matched parts but they are still very desirable and you are lucky if you find or own one. As Gerben said, it affects the value but they remain collectable.
