Denny, when you load the Luger to fire it, and you release the toggle (bolt as you call it) let it fly forward utilizing the full strength of the main spring. If you ease it forward it may not close correctly as it was not designed for that "easing" When you put a loaded magazine in the weapon with the Toggle already locked back before you insert the loaded mag, and then you pull the toggle back again, it will realease loading the first round.
