Default Luger Holster question

Do all Luger holsters have the tool pouch on the inside of the flap?

If not, what period were they not used?

I have a hard shell holster without the tool pouch, and the spare magazine pouch on the side has the round cut out for the floor plate of the magazine.

The holster is unmarked and is of WW 2 vintage.

Thanks.

Likely an East German VOPO.

The round cut out for the floor plate of the magazine sounds interesting and could help identify the true purpose. Photos would really help.

Default Round cuts

The round cuts that I am referring to are the round buttons on the bottom of the luger magazines so that the magazine fits snugly into the pouch.
