Default Erma Luger Locked Up

I recently acquired an Erma EP.22 Luger in .22LR. It was working fine and then when I tried to rack it, the slide was locked - it would not budge. I have not disassembled the gun in any way. I have not done anything to it but try to rack it. It will not rack at all. Any ideas on how to get the slide free?

I have seen .22s jammed up from dirty chambers.
If there is a spent cartridge in the chamber, I would insert a rod and see it I could gently force it open.
These pieces are not actually Lugers, but facsimiles.
