IMO that is a one of a kind customized Luger. Who and why is unlikely to ever be known.

Looks like the barrel base at the flange has a giant dent in it?

Jerry & Mac, I think you both may be correct. It does look like a dent and it's very possible that it's a prop gun.

I think the "dent" is just an odd reflection.

I initially thought so too but the more I look at it, the more it looks like a dent. Maybe the OP could clear that up.
