Post British Proofs...Confused...???

I thought I understood the British proof thing when I understood from reading in G. Wirnsberger's book, "The Standard Directory of Proof Marks" on pgaes 109 and 111, that a non-British made gun will have its British proofs "encircled".

Then I see a nice 1906 DWM Commercial Navy that Simpson's LTD has for sale that does not have its British proofs in a circle...see attached photo...



Did I misunderstand what I read in the Wirnsberger book ? Or has this book info., subsequently been proven to be a bit incorrect ?

The book is incorrect. I have owned several Lugers and a broom with Brit proofs. None were encircled.
