Post Strange proof (E/?W3)

Sorry for this being slightly out of topic.

I have found a strange proof on the left side of a receiver.

It is a quite horizontal eagle over ?W3

? --> because first letter or number can't be read.
Any idea ?

Alain,

The police armoury in Berlin had an eagle that was oddly horizontal. It has sawtooth wing feathers (on the top and bottom). Associated with the letters PTV. I had The Luger Book out and looked up eagles. This is one odd horizontal eagle. Even Walter called it an odd eagle. Just a wild guess.
Probably need a picture. An embarrassing proposition as I can't work my own camara.
