Default Unit Mark, need help with ID

Hi all;

I am negotiating on a Luger that has a N.Z. xxx unit mark on the front grip strap. The unit mark is in two lines perpendicular to the grip strap. It looks like a Navy unit mark but I have never seen one with other than a single N. or O. marking. Any thoughts on if this is a Navy marking? The gun is an early (straw small parts 1937 Mouser), I will provide pictures if I can consummate the deal and get possession of the gun. Sorry I don't remember the serial number and suffix, but I can call the owner tonight.
