There was a previous discussion about this Luger sometime ago.
As it turns out. It is a valid collectable rework done by a period gunsmith. Several examples are noted. And I believe Ron Wood. One of the Swiss experts, has an example in his collection.
I thought the same as you, when I first saw it.

OK, tell me more! Looks like Mr. PG started with a German-built model '08 - but there appear to be no markings identifying the original maker. Exactly what did PG do, and where is that fine line between "valid smithing" and "boosting"?

There isn't much more to tell. There are a few of these things around, none with a maker's mark but all having that odd cross in sunburst marking on the forward toggle link. Mine started life as a 1908 and had a grip safety added. That fine line between "valid smithing" and "boosting" is wherever you want to draw it.

Guess I would have to call it a "Reprototype"

, as it started out as a 1908 but was probably modified in the 1920's.
