I am trying to figure out what was the purpose of that little leather 'pony tail'. I am sure it had a function.

The obvious function is to pull the pistol from the holster; it may possibly be the remnant of a lanyard also.

Not all types of Luger holsters had the pull-up strap built in. Such leather "fob" at the back of the pistol would ease withdrawal of the weapon from such a holster, while not interfering with the use of the pistol in any way...

IIRC, the "lifting fob" has Swiss origins. Jerry Burney made a batch...

Alright, I've got to get me one of those little leather fobs: another cool, decorative attachment to fiddle with. I hope he still has a few left.

That short piece of leather was to extract the pistol from the holster, I've seen several Swiss Lugers with it (one of mine has it actually) but so far only one WWII P08, I assume it was mostly used by the Swiss Army.
