Default Leather pull Strap?

2 questions, were they primarily found on Police models and just how rare are they? Eric

From those that I have seen, most Swiss holsters are a pretty tight fit thus requiring an easy method to extract the pistol. The leather strap is the easy solution but I am not sure if they were an issue item or personal item.
