Default Crown means what?

I recently purchase a 1913 Efurt P08 rig that included a nice holster and tool. I have attached a picture of the tool, it appears to be a crown over either old German letter F,I or J. I assume this is a vey common tool. Appreciate your comments.

Using all the electronic imagery I have , I think I see a crown/F on the tool, and a crown/ Roman numeral 3.

Default Luger Tool

I wasn't sure about the letter on the tool. It does look like the F, but old German letters I and J look almost identical to the F.

The mark on the holster is quite clear and is the Roman numeral three.

The crown on your tool is WW1 era Imperial over an inspector's initial. The one on the holster is WW1 era Bavarian. TH

Bavaria has had 3 Army Corps during the Imperial time and the C/III indicates that the holster belonged to a unit of the III Bavarian Army Corps. One can found the C/I to III only on 1918 dated holsters and that has the same meaning as the LZA stamps on Prussian holsters....
By the way: The tool has the (DWM/ Spandau) C/F acceptance and I think there is a letter or a number on the bended part of the tool. There is a (DWM/ Spandau) C/I tool that looks very similar to the C/F tool.
