Jes -

Bö hardness barrel stamps are actually quite common on 1914 Lugers. I have seen a lot more of them with it than without the Bö stamp. The number typically shows up as between 24 to 32, with 32 being the hardest.

I think it is more scarce to see these stamps on a 1913.
I do not personally think it affects the value much if at all, but I do prefer to see 1914 Lugers with the stamp.

I have also seen a K98K Steyr (bnz 41) with "200 40 Bö" on the barrel
