Default Mag & Holster ID

Found a DWM Luger with a 1912 chamber date on it. It had two mags with it. One mag I believe is correct, with a wooden bottom, but the extra mag in the holster was marked FXO with an E/37 and a black bakelite bottom. The body of the magazine is blued. Should it be blued?

I'm thinking, based on the E/37, that this mag is correct for a byf 42 Luger. Can one of you confirm or correct this assumption?

The holster is peculiar (to me) as well. It's brown leather, clamshell style with extra mag pouch, and uses a brass stud and hole for the retaining strap instead of a buckle. No markings at all on the back but it is stamped in two places on the inside of the flap with the following two lines:
Schutzpolizeischule
Sebrabteitung

Sounds like a police holster, but which agency? And what time period?
